Observed evidence
The research involved 11 professionals across 10 organizations. It was directional qualitative field research, not statistically representative. The supplied themes describe heavy operational work, limited capacity, and data that is not shared between systems.

Finding and publishing are opposite ends of the same infrastructure problem.
